Mark Levin

Mark Levin brings more than 35 years of unparalleled experience in the football industry, with specialized expertise in player representation, the NFL Collective Bargaining Agreement, Salary Cap rules, contract negotiations, and contract language review.

As the NFLPA’s Director of Salary Cap and Agent Administration from 2002 to 2025, Mark served as the organization’s foremost authority on salary cap matters since the implementation in the early 1990s. His distinguished career includes two years as Salary Cap Manager and Chief Contract Negotiator for the Washington Commanders, preceded by fourteen years in various pivotal NFLPA roles including Assistant Director of Research, Agent Certification Coordinator, and Public Relations Coordinator.

Throughout his career, Mark has guided agents and players through negotiations resulting in hundreds of millions of dollars in successful contracts. He holds a Communications degree from Temple University and is a sought-after guest speaker at law and graduate schools nationwide. Mark currently resides in Oak Hill, Virginia with his wife and two children.

Todd Flanagan

Todd Flanagan brings 30 years of NFLPA experience, including 19 years as a Staff Counsel, to Pro Football Consulting and PFC Law. His career began in 1995 in Players Inc., before joining the Salary Cap Department in 1998 where he worked alongside Mark Levin verifying and reconciling cap numbers between the NFLPA and NFL.

As a Staff Counsel, Todd provided essential advice to players and agents on the Collective Bargaining Agreement and player contracts, and represented hundreds of players in disputes with the NFL and clubs. He served as the primary contact for offseason practice issues, the Performance Enhancing Substances policy, the Substances of Abuse policy, and NFLPA Regulations Governing Contract Advisors.

After completing his law degree at George Mason in 2005 while balancing professional and family responsibilities, Todd joined the Legal department where he built an impressive 33 - 12 record in arbitration proceedings.

A member of both the 2011 and 2020 NFLPA CBA bargaining teams, Todd focused on the League’s drug policies, grievance processes, on-field fines, and Injury Protection Benefit. During his time with the NFLPA, he assisted the NFL Coaches Association in representing coaches in disputes with NFL clubs and represented Arena Football players in disputes with Arena teams.
